96 mustang gt. No communication at obd 2 port.

Replaced pcm, went to program my new pcm and my sct x4 programmer will not communicate when plugged into obd-2 port but it does power up. Tested the pins at the obd-2 and here’s what I found:
-Fuse #8 is good and providing power to pin 16 at obd-2 port
-Pin 16 has 12 volts as it should.
-Pin 4 and 5 ground wires are both good
-Data pin 2 has 0 volts
-Data pin 10 has 0 volts

I know data pins should both read roughly 2.5 volts each since it’s wired in parallel. So why am I not getting power to the data lines? I tested for continuity between data lines and pcm and that checked out. Pats IS activated because it doesn’t recognize the new pcm… since pats module is tapped into those data lines, could PATS cause no voltage to data lines?

What else? Bad pcm? It’s brand new and was tested though… possible short in the wires? Does anybody how to diagnose this further?
